The Bottle o' Enchanting is an item from Vanilla Minecraft. It can be thrown like a Potion, and will create a few XP Orbs upon impact. It can be obtained from certain villagers (clerics), who trade Emeralds for them by trading 2 times until they won't trade anymore, leave their GUI and trade again until you can trade the Bottle o' Enchanting with them. You can also create them with an XP Bottler by inserting experience from a Tank (OpenBlocks) and a bottle.

It can also be obtained with DartCraft, by right clicking on an enchanted book on the ground with a Force Rod.

With Actually Additions a Bottle o' Enchanting can also be found in a Treasure Chest (on the ground of an ocean).
