The Cutter (also named Insulation Cutter in the old versions of mod) is a crafting reagent from IndustrialCraft2, and is used to create certain Cables. The Metal Former can also be used to create Cables, but the Metal Former itself requires certain Cables in its recipe, therefore the Cutter is essential, as it is the only other way to obtain Cables (apart from if GregTech is installed). The Cutter has a durability of 60, and it loses one durability every time it is used to craft.
Also Cutter can apply and remove insulation from Cables placed in the world. Left-clicking it onto a cable will remove one layer of insulation and return one Rubber, while right-clicking will add a layer, provided the player has rubber in their inventory. Each use inflicts one damage point to the Cutter.
