Demon Blood Shards can only be obtained by killing summoned Elementals. Drop Chance is 40%. Drop chance being increased by using a weapon enchanted with Looting. Looting 1 give chance 64%, Looting 2 - 78%, Looting 3 - 87%.

The elemental does not have to be killed while under the Weakness debuff from a bound weapon in order to have a chance of dropping a shard.
