Rod of the Skies is an item added by the Botania mod. R-click with this rod will throw player up on 35 blocks for some mana cost.
After R-click rod can't be used again for few seconds, but at this few seconds player gains protection against fall damage.

Rod can be given to Livingwood Avatar and then players nearby it can jump very high, but Avatar also requires mana.
