The Item Dropper is a block added by the OpenBlocks mod. It is very similar to the vanilla Dropper in the way that it drops an item from its 9-slot inventory every time it receives a redstone pulse. Unlike the vanilla block, this block doesn't eject it from the front, but rather in a straight line from a hole only visible on the bottom side of the block. The block can not be rotated.
