Metadata Manager is a block added by the EssentialCraft III mod. It is used to measure block metadata.
Whenever Metadata Manager receives block update, it measures the metadata of block directly in front of it and sends redstone signal of that force to all other sides. That doesn't use MRU.
In order to use Metadata Manager with things like 
Wheat, one must update the Manager with things like 
Redstone Clock as crops don't update themselves.
