Creepy Doll is an item added by the Ex Nihilo mod. It can be used to create an Enderman by right-clicking with it on a Wood Barrel or Stone Barrel filled with Witch Water. After the Witch Water has been transformed, it takes a while before the Enderman is spawned and the Barrel emptied.
