I don't understand this phrase:

"The most efficient way to convert Fuel into EU is by burning it in a Steam Boiler. Doing so will generate a whopping 1,363,636 EU per Fuel Bucket, provided the boiler is at 100% heat capacity."

A Steam Boiler generates Steam, not EU. What conversion is needed to get the 1,3 Million EU? By connecting it with a Steam Turbine or by using the steam for some Steam Engines (to generate MJ -> using on a magma crucible)? Sorry for my English, I'm German. Thanks for replies.

I'm not exactly sure, as I haven't done much with Railcraft or Boilers. That's probably one way to do it, but the Magma Crucible method has been made less efficient in recent updates to various mods. I would say that, providing you are playing on the Feed The Beast Ultimate Pack, you could use blocks from the Power Converters mod (a Steam Consumer and an IC2 Producer of a corresponding level) to turn Steam into EU.
