A Charger transfers energy from capacitors into adjacent robots. The transfer rate depends on the incoming redstone signal, where no signal means don't charge robots, and maximum strength means charge at full speed. A crude charger therefore requires a lever attached to the side of it and activated to charge robots.
Robots require one of these to kickstart their energy generation - there is the Generator Upgrade, but fuel can only be loaded into the generator via the API, which requires energy.
The Solar Generator Upgrade is the only alternative to kickstarting a robot's energy generation.
