Is the length listed here Gregtech only, or does it apply to the time it takes without Gregtech as well? (Most of the rest of this article appears specific to Gregtech.)

Do you mean the average time per 1 Diamond Comb produced? It is universal, just keep in mind that with GregTech 4 installed it will give 1 Tiny Pile of Diamond Dust with 100% chance when processed, and without Gregtech it will give a Diamond with a 15% chance.
