Rice is a food item added by the Food Plus mod. It can be grown as a crop on Farmland, the same way Seeds can be used to grow Wheat. It is however required to break the crop block, rather than harvest it by right-clicking. Aside from farming, Rice can be obtained by breaking Grass.
