how do i make a craft packet in minecraft 1.6.4?

I believe you can't. I believe to get diamond shards, you have to place a block of diamond into the world, and blow it up (don't take my word for it, test this in a creative world first!). --timrem (talk) 03:22, 15 December 2013 (CET)
