The Automatic Emerald Pipe is like an Emerald Transport Pipe with a unique BuildCraft Gate option: "Extract". The extract function will pull items from chests and machines at the same rate as a fully powered Redstone Engine. Apart from that, the extracted items (as well as items passing through) will get a speed boost similar to that of 2 consecutive Golden Transport Pipes.
If one wishes to do so, the Automatic Emerald Pipe can also be conventionally powered by a seperate Engine, then only providing its speed boost.
