The Creative Tool Modifier from Tinkers' Construct is an uncraftable item that adds one extra modifier slot to any Tinker's tool when combined in a Crafting Station. It is single use and consumed in the process, but there is no restriction on how many Creative Tool Modifiers can be used on a single tool, weapon or other Tinkers-compatible item.

It's intended for modpack creators to distribute a high-level quest reward or for Creative mode testing. "Target Locked" versions of this item exist for all the Tinkers item variants, and they can only be applied to that type of item; i.e. "Creative Tool Modifier Target Locked: Pickaxe" can only give an extra modifier slot to a pickaxe. These are not separate ids but use tags to identify what items they are compatible with; .withTag({TargetLock:"Pickaxe"}) for example.
