Sojourner's Staff is an item added by the Xeno's Reliquary mod, which allows you to place torches far away. If it is below full charge, it will consume torches in your inventory to regain charge, with each torch increasing its charge by 1 to a maximum of 512 (8 full stacks). Right-clicking with the Sojourner's Staff will place a torch at that location and use some charge from the staff.

Beyond 30 blocks, the staff can no longer place torches. The staff can only be used with the standard Torch from vanilla Minecraft.
